Nebraska Public Power District (NPPD) has an immediate opening for an Economist located in Columbus, NE.

Summary of Job duties:

The Economist works to increase NPPD's financial performance through the design, recommendation and evaluation of economic development programs and other economic research activities supporting NPPD's strategic goals and the economic development programs of NPPD's community and power district customers. The economic research activities focus on identifying and recommending programs and activities which contribute to improving the service area economy and attracting new electric load and increased employment to NPPD's service area.

This position will report to the Economic Development Manager.

Essential Functions of Position:

  • Develop and lead research activities designed to identify industries or businesses to be targeted in NPPD's Economic Development programs.Provide technical assistance and expert economic advice via written communications and formal presentations to the Economic Development Team and NPPD management in the design and conduct of research activities supporting the economic development programs of NPPD and its community and power district customers

  • Prepare Industry Opportunity Studies for businesses and industries targeted in NPPD's economic development marketing programs. Identify the competitive advantage of NPPD's service area for new and expanding business and industry.

  • Conduct industry targeting analysis and recommend industry recruitment marketing programs for community and power district customers. Present results of analysis and recommendations at public forums and respond to public comments and questions. Provide economic development research for community and power district customers.

  • Provide information and research for companies considering industry location or expansion, including the development and maintenance of printed and electronic information documenting the Nebraska location advantages for new and expanding businesses. This information often includes short economic studies with charts and tables.

  • Conduct specialized research for internal and external customers, including the analysis of economic impacts associated with development activities, analysis of regional and local economic conditions and trends, analysis of NPPD’s completive position relative to viable, potential wholesale and retail competitors, and other economic research activities to support economic development with NPPD customers. In addition to providing written reports, the economist will occasionally make presentations of the results to public meetings or political bodies.

  • Participate in the development and ongoing maintenance of comprehensive economic and demographic information for NPPD's service area and access community level data from private vendors. This includes the identification, evaluation and selection of vendor supplied models, data, and related services.

  • Identify, monitor and evaluate economic development best practices within the electric utility industry, recommend the adoption by NPPD of appropriate economic development practices that are expected to be beneficial, and provide training on state of the art, best-practice Economic Development tools. Develop and maintain Economic Development metrics and maintain the Economic Development Performance Measurement System (EDMS). 

Qualifications:

Education/Training/Experience:

Ph. D. degree (Preferred) with prior related experience as described below or Master’s degree  with prior related experience as described below.  Major in Economics or related quantitative discipline with emphasis on community and regional research methods preferred.  

Prior Related Experience:

Minimum of five years’ experience working with economic development and demographic research methods including knowledge of statistical analysis techniques, data sources, research project management, product services development and design, and computer applications (software and systems) to economic development and demographic research projects. Evidence of strong oral and written communications skills.

Licenses and/or Certifications Required:

Completion of economic development basic course or equivalent is required within two (2) years of hire date;

Completion of Economic Development Institute or equivalent is required within five (5) years of hire date;

Professional certification by the International Economic Development Council (IEDC) as an economic developer is preferred (CEcD).

Salary Information: Exempt Pay Grade 15: $97,140 to $125,106/annually
